Phillip Brown

CEO/Founder

Phillip is a Cyber Security Strategist with over 20 years of executive / project management experience in business strategy, marketing, sales, entrepreneurship and education. He is Managing Partner for CYBOC – based in Detroit, Michigan AND Managing Partner for Arete Consulting & Technology Services (ACTS) located in Chicago, Illinois. Phillip formerly served as Dean of Information Technology and Project Manager for IT and Advanced Manufacturing Training Programs for one of the largest multi-campus community colleges in the nation - serving over 70,000 constituents. 

 

Mr. Brown has a Master of Science in Management in Cyber Security / Project Management and received his Bachelor of Arts degree in Telecommunication from Michigan State University.

Robert Rumbaugh

Executive Director - Risk Management / IT Governance

Mr. Rumbaugh has over 30 years of experience leading and managing teams to execute projects IT Security Risk Assessments and documentation using NIST standards. He has created a methodology to perform security assessments that provides Risk Managers with the right information based on a comprehensive analysis of the security posture. Bob served as Program Manager for over one hundred fifty Risk Management Framework (RMF) Security Assessment and Authorization (A&A) task orders evaluating systems - including national critical assets - for DOC (NOAA, NWS, NESDIS, OMAO, NOS, and Census), NASA, USDA, US DOI, VA, and DOD (USAF). 

Mr. Rumbaugh's credentials include:

  • Program Management Institute (PMI) Project Management Professional
  • (ISC)2 Certified Authorization Professional (CAP)
  • National Security Agency (NSA) IAM and IEM Certification

Stephen Batsell, Ph.D, CISSP

Executive - Research / Innovation

Dr. Batsell has been actively involved in the field of information technology for over thirty-five years. He has been actively involved in telecommunications, networking and cyber security system design, development, and research. He has consulted in information technology architecture, design, optimization of operations, and cyber security for the Department of Energy, NASA, NOAA, NIH, USDA, and the Census Bureau. Dr. Batsell has been actively involved with cyber security assessment, certification, and penetration testing for a number of Industry and United States Government Departments and Agencies. He is the founder of the IETF working group in mobile ad-hoc networks and participated in building the first system deployed by the United States Government.

 

  • Oak Ridge National Laboratory point of contact and PI/PM for the joint national laboratory efforts at the DHS Control System Cyber Security Center at INL in Idaho Falls
  • Cyber Security Group Leader and Core contributor to The National Plan for Research and Development in Support of Critical Infrastructure Protection for The Executive Office of the President, Office of Science and Technology Policy and The Department of Homeland, Security Science and Technology Directorate.
  • Led a U.S. STRATCOM/DISA effort to develop and deploy an advanced cyber security real-time situational awareness system
  • Lead for the Metrics subgroup at the Intelligence Community Advanced Research and Development Activity (ARDA) Cyber Strategy and Tactics challenge workshop
